    The appellant appealed the decision of the Deputy Administrator declining him a job as pesticide applicator. The appellant failed his first written test required for the position and after a discussion with the Ministry re-applied for a second test. In taking his second test, he stated he was given the wrong address and this caused him some delay in writing it. This delay caused him to score poorly on the second test given by the Ministry.

    The Board found that the delay was caused by the appellant himself through not carefully reading the instructions for the second test. The place and time were clearly marked on the form prepared by Mr. Hoover himself. It therefore denied the appeal.
